After the recent winning tender in Xiaomeisha, we have won another coastal zone urban planning competition. It is located further to the east, at Shenshan Special Cooperation Zone, in the region of Shenzhen, China. The winning team consisting of MLA+, OKRA Landscape Architects and Shenzhen IBR. We warmly congratulate and thank everyone who worked hard for this project.
快速城市化的大湾区，将成为下半个世纪最大的城市群之一。深汕特别合作区位于深圳东部的新沿海开发项目，作为大湾区的一部分，计划在未来成为新的产业中心、周末与度假胜地，和城市生活新场所。
Shenshan is a new coastal development located to the east of Shenzhen. In the future it is planned to become an industrial hub, a new weekend and holiday destination as well as a new place for living in a rapidly urbanising Greater Bay Area which will become one of the biggest urban agglomerations in the next half century.
以自然为杠杆
Nature as leverage
我们对深汕的规划，是要应对气候变化和城市扩张所带来的严峻挑战。该总体规划以城市设计方法为基础，将生态环境、气候适应力、集体和绿色出行放在首位，提出了一系列散布在生态区中的定居群落。
在布局中设置了可以抵御极端天气的保护措施，将储水和防御的硬件设施，转变为城市和自然品质，并丰富生物多样性，以倡导“自然驱动的城市主义”。

Provide habitat for migratory birds
Our plan for Shenshan takes the challenges that climate change and urban development pose serious. Based on an urban design methodology that puts ecology, climate resilience and collective and non-polluting mobility first, the masterplan proposes ecological zones as framework for a series of settlement clusters. Protection against more extreme weather is built into the layout and turns water storage and defence necessities into urban and natural qualities that enrich bio-diversity and lead to a ‘nature driven urbanism’.
“以自然为杠杆”意味着达成一种新的平衡：不是经济或城市先行，而是把自然当作发展的手段和驱动力。
我们设计的三大议题关乎：
1.如何建立更加韧性并且活力的山海蓝绿系统？
2.如何实现抚育生态系统的城市开发模式？
3.如何实现居民与生物共享的山海生活？
Nature as leverage means a new balance – not economy or urbanization first, but using nature as a tool and driver for development.
The three major issues we design are related:
1. How to build a more resilient and dynamic mountain-sea blue-green system？
2. How to realize the urban development model of nurturing the ecosystem？
3. How to realize the mountain and sea life shared by residents and living things？
将海防机制嵌入景观中

关于通过多层级处理来用水治水，深汕区域有着非常丰富优秀的历史经验，例如桑基鱼塘、河涌堤围、里海大海、生态海堤等。我们在沿用历史智慧的同时，添加现代海堤防御系统，并将其与景观结合，形成多样的自然海岸带。
The region has very advanced historical methods to manage water in multiple layers. The system of ponds, inner rivers, external rivers and seadikes offers valuable lessons for Shenshan. While we continue to use historical wisdom, the modern dike defence system is combined with landscape to form adiverse natural coastline.

在城市区域内部，主要的挑战是如何对位于陡峭的群山和海堤之间的狭长海岸带进行雨水管理。山地海绵与城市海绵共同保证了区域对雨水的缓冲能力和容纳能力，尤其是当陆地受限于高海平面而无法向海域排雨时，更显重要。
In the urban sections, the challenge is how to manage rainwater in this narrow zone between steep mountains and sea dike. Mountain sponge and urban sponge system hold the capacity to buffer rainwater, especially when draining into the bay is prevented by high sea level.
与自然协同的城市化进程

我们城市发展的基础是自然框架，即：山为框，绿为手，蓝为网。在这个自然框架下，我们提出了一个丰富连续的新型滨海产业平台。绿手指结构则把整个平台划分成了几个各有特色的区域。对每个地块我们都给出了详细设计导则，致力于放大每个地块的自然特点。
The basis for urban development is the nature framework hasthree main spatial elements：the mountain frame, green fingers connecting mountains and sea, and the ocean and the fresh water system. Within this nature framework we propose a rich and continuous coastal belt.
The green fingers structure the zone into several distinctive areas. For each plot we give guidance on urban typologies that maximises the nature character of their setting.

我们还设计了滨海轻轨，让沿滨海的交通变得方便快捷，且绿色清洁。当人们到达深汕滨海区后便不再需要开车，滨海大道和海域直接的城区将是轻用车区域。我们将以这条公共交通路线为线索，设计多样的城市体验，包括有室内和户外的活动。
云轨串联深汕海岸
Light rail connects Shenshan coastal area
We propose a coastal light rail as a very convenient and green way to move along the coast. There will be no need to use the car once people arrived at Shenshan Coast. The plots between the coastal boulevard and the ocean are car-free. We will use this public transportation route as a lead to design a variety of urban experiences, includes indoor and outdoor activities.

Media promotion and brand influence
并建议深汕双湾通过大型节庆活动的举办，来形成媒体关注与品牌效应。对于新一代的年轻人来说，定期参与城市活动是他们重要的生活方式，对于城市来说，举办这些活动的资源和沃土将是留住新兴人才的一项核心吸引力之一。
We also suggest Shenshan to earn media attention and brand effects through cultural and art events and festivals. They become more and more important to the lifestyle of the next generation and to attract and to retain talent for the new industry.
气候变化下的可持续城市
Sustainable urban solutions for climate change
此次深汕的规划，基于MLA+近年来在为气候变化而开发的可持续发展城市解决方案的课题上所积累的经验。相关项目有：印尼 Semarang “以水为杠杆“总体规划，非洲加纳 Ningo Prampram 的城市扩展及重建规划，和深圳小梅沙沿海地区。
这些项目都有一个共同点，那就是他们所推动的方案，不仅能直面解决问题，更能被用来创造出城市新品质，使之在世界范围内得以发展。
The plan builds on experience MLA+ has built in recent years in the development of sustainable urban solutions for a changing world climate such as the Water as Leverage Masterplan for Semarang, Indonesia, aplanned city extension in Ningo Prampram, Ghana and the redevelopment ofthe coastal zone of Xiaomeisha in Shenzhen.
All have in common that they promote solutions that tackle the problem and use it to create new qualities that cities can develop worldwide.
